Belgorod region is a leading agriculture region of the country that is developing according to the cluster type. Development of dairy industry is one of the priority investment directions.
The state programme Development of agriculture and fish industry in Belgorod region for 2014-2020 has been adopted and is in force in the region.
The main issue of the programme is to create favorable economic conditions for sustainable development of milk production and processing in Belgorod region. First of all, it is a creation of new production capacities, reconstruction and modernization of the existing facilities.
The programme provides creation of competitive forage reserve not depending on the external market for production of milk and cattle meat. Programme developers believe that the programme implementation will increase the substitution of import dairy products with domestic products.
In December 2014 a project Construction of two сommercial dairy farms and heifer farms on the territory of Korocha and Shebekino districs of Belgorod region developed in partnership with Razvitie Corporation of Belgorod region was considered during the meeting of the small Regional Government.
The project includes two sites with a total livestock of 4 thous. milking cows and centralized young-stock breeding site.
Within the frameworks of the project, phase 1 of the diary complex Veresk were opened in Sheino settlement, Korocha district in 2016. Today the project is in its active phase of implementation, the actual implementation is 65%. The opening of the second site is planned for the mid-2017.
The main task of the complex is to increase the production up to 1 mln tons of milk a year.
One of the perspective and important directions for Belgorod region is milk processing with cheese and dairy products production with own raw milk base.
Total growth of the Russian economy, urban population growth as well as borrowing west customs by Russians provide a dynamic growth in cheese consumption. The market is not fully saturated, and that is primarily connected with cheese consumption growth per capita.
The major cheese producers are collected in the Central, Central Black Earth, Volga and Ural Districts. Soft, semi-hard, and pickled cheese are produced in Bryansk region, melted cheese - in Moscow region, hard pressed cheese – in Voronezh region. The Central Federal District ranks first in production of soft and melted cheese, comes second and third in production of semi-hard and pickled cheese, and in production of hard pressed cheese respectively.
Processing milk into cheese provides logistical accessibility of market places with the population of more than 60 mln people. The most receptive market is a metropolitan market, and it is due to number of cheese product consumers. Cheese is an optimal dairy product for export outside Belgorod region. Construction of facilities for processing milk into cheese in Belgorod region allows to cover the increasing demand for this product in the Central, Central Black Earth Regions and other Russian Federation regions.
